Victor Obasa (architect) and Johnson Obasa (engineer) are two brothers from Nigeria who founded Obasa Specialty Vehicles (OSV) in the year 2000, a company that manufactures APCs (Armored Personnel Carriers) and ASVs (Armored Surveillance Vehicles), among others, with parts and components also found and produced in Nigeria. They both graduated from the New York Institute of Technology.

The Prowler (the APC's nickname) was officially unveiled in August 2009 in Abuja. The vehicle is bomb-proof, bullet-proof and fire-proof, and equipped with surveillance equipment. Its composite material protects its crew against fragments from grenades, nail bombs and anti-personnel mines. All of the Prowler’s armored glass are made with polycarbonate anti-spall liners.
